Like school districts, educational service units are expected to engage in continuous agency evaluation and implementation of quality improvement efforts. From the perspective of human interactions, the ESU 2 educational advancement model provides for comprehensive engagement by Unit and School professionals.

The ESU Leadership Team, which meets every two weeks, is comprised of 

  • the Administrator
  • all Directors
    • Professional Development
    • Student Services
    • Network Operations
    • Digital Learning Services

ESU 2 staff participate in the improvement process by

  • attending All-staff meetings, three times annually
  • serving, in rotation, on action committees and subcommittees, which meet monthly
    • ​Building, Safety, Crisis & Wellness
      (all Fremont office staff are members)
    • Professional Growth & Evaluation
      (selective staff are members)
    • Agency Advancement & Data
      (selective staff are members)
  • ​Schools-based staff not only attend all-staff meetings but also attend Student Services meetings. These professionals include:

​​ESU and School Leadership Teams have a two-day summer planning retreat, during which each has both independent and collaborative meeting times and agendas.

During the academic year, cadres and cohorts, whose representatives are comprised of both agency and school professionals, have been established to facilitate communication among special interest professionals and collaboration on mutually beneficial projects. Typical meeting schedules are quarterly or semi-annually.

Project cohorts include:

  • Level III Special Education program
  • Blended Learning: Technology Preparedness & Teacher Practices
  • Cloud Computing: Data Storage, Disaster Recovery, Application Hosting, Federated Identity Management & Single Sign On

Professional cadres include:

  • Superintendents
  • Principals 
  • Counselors [regional members of the Nebraska School Counselors Association]
  • Local Area Network (LAN) Managers
  • Library-Digital Media Specialists
  • Technology Integration Specialists


AdvancED ESA (Education Service Agency) accreditation is a systems approach to embed and sustain improvement.  Accreditation is based on a 5-standards national protocol designed to: 

  • build the capacity of the agency;
  • ensure that all people, processes, departments and operations work in concert;
  • strengthen efforts to provide accountability to clients;
  • encourage growth beyond compliance; and to promote continuous improvement and not episodic events.
  1. Purpose and Direction - The agency maintains and communicates at all levels of the organization a purpose and a direction for continuous improvement that commit to providing programs and services, active learning, and high expectations for professional practice as well as shared values and beliefs.
  2. Governance and Leadership - The agency operates under governance and leadership that promote and support student performance and agency effectiveness.
  3. Teaching and Assessing for Learning - The agency's services and programs support the educational needs of its constituent schools/systems through meaningful professional learning experiences.
  4. Resources and Support Systems - The agency provides resources, programs and services that support its purpose and direction for all constituent schools/systems.
  5. Using Results for Continuous Improvement - The agency implements a comprehensive evaluation system that generates a range of data about the effectiveness of the agency and uses the results to guide continuous improvement.
